RESOLUTION NO. 23-03
A RESOLUTION SETTING COST LIMITS FOR CATEGORIZING WORKFORCE HOUSING AS PART OF THE CITY OF MCPHERSON, KANSAS ASPIRATIONAL STANDARDS AND GOALS FOR HOUSING INCENTIVES
WHEREAS, the City of McPherson passed a modified resolution setting forth certain aspirational standards and goals for housing incentives in the City of McPherson earlier on May 2, 2023. That resolution set expectations on types of housing that will be prioritized for length of reimbursement consideration as projects of the Rural Housing Incentive District (RHID) Program; and
WHEREAS, The City has prioritized “workforce housing” as the type of housing that McPherson needs most for expansion and sustainability of growth and retention of business and industry; and
WHEREAS, the Urban Land Institute (ULI) defines Workforce Housing as housing affordable to households earning between 60 and 120 percent of area median income (AMI). Workforce housing targets middle-income workers which include professions such as police officers, firefighters, teachers, health care workers, retail clerks, and the like. Households who need workforce housing may not always qualify for housing subsidized by the Low-Income Housing Tax Credit (LIHTC) program or the Housing Choice Vouchers program (formerly known as Section 8), which are two major programs in place for addressing affordable housing needs.; and
WHEREAS, Whereas the City reserves the right to change limits for workforce housing as increases in building material costs, inflation, and other factors raising the cost of real estate change in McPherson Housing Market and this proposed resolution will serve as an instrument to adjust the established limits as needed;
THEREFORE, BE IT RESOLVED by the Governing Body of the City of McPherson, Kansas, as follows:
- Pursuant to the Aspirational Standards and Goals for Housing Incentives in the City of McPherson, Kansas, “workforce housing” shall be defined as housing with a sales price not exceeding $295,000.
- This resolution shall be in effective on the date it is adopted and remain until further action of the governing body.
