City Seeks Housing Rehabilitation Candidates

The City of McPherson is still accepting applications for a housing rehabilitation project designed to benefit low- to moderate-income families. The project utilizes a $300,000 federal grant awarded to the City in January 2016 with funds designated for specific home improvements. “Typical rehabilitation improvements include windows, siding, air conditioning, heating and roof replacement,” said City Administrator Nick Gregory. “Additions are not typically covered by this program.” Four homes have already received upgrades, and three more homes have been selected for work over the next several months as a result of the initial funding received through the Community Development Block Grant (CDBG) program.

According to Gregory, five or six additional homes will benefit from the rehabilitation project. “The City hopes to identify three more homes from the current pool of applicants that can be rehabbed, but we are looking for three additional eligible applications to complete a total of 14 individual rehab projects,” he said. Eligible applications will be accepted and reviewed on a first-come, first-serve basis. Once the City receives three additional applications that are eligible and have needed improvements that fall within cost thresholds within the target area, the grant cycle will be completed. Homeowners and/or tenants within the target area must meet all eligibility requirements and agree to abide by all the rules and regulations of the housing rehabilitation program. Applicants not selected will remain on a waiting list and will be reconsidered if other applications are cancelled.

Grant requirements include the selection of a geographical target area consisting of 250-300 structures. The area in which the current grant funding applies to is in an area bounded by Elizabeth Street on the north, Avenue A on the south, Fisher Street on the east and both sides of Main Street frontage property on the west. Owner occupied properties that meet eligibility requirements will receive a maximum of $25,000 rehabilitation work with grant dollars paying 100 percent of selected improvements. For rental units, the renter must be income-qualified. If the owner of the rental unit is income-qualified, the City will pay 85 percent of the rehabilitation and the owner will be responsible for 15 percent. Rental owners above income guidelines must contribute 25 percent of the rehabilitation costs and must sign a rent-freeze agreement for a three-year period.
