Community Development Block Grant (CDBG)

In 2016, the City of McPherson qualified for the Community Development Block Grant (CDBG). Funds were used to assist with housing rehabilitation in the target area bounded by Elizabeth on the north, Avenue A on the south, Fisher Street on the east and both sides of Main Street frontage property on the west. Business properties are to eligible for funding. A maximum of $300,000 was used to complete housing rehabilitation for eight homes. Several home demolitions were also included with the rehabilitation efforts.

CDBG housing is a federal program designed to benefit low to moderate income families by providing housing improvements. Owner occupied properties that meet eligibility requirements are eligible for a maximum of $25,000 of rehabilitation work. For rental units, the renter must be income-qualified. If the owner of the rental unit is income-qualified, the City will pay 85 percent of the rehabilitation and the owner will be responsible for 15 percent. If they owner is above income guidelines, the owner must contribute 25 percent of the rehabilitation cost. The owner of the unit must also sign a rent-freeze agreement for a three-year period. The total household income (income from all sources of family members over 18 years of age) must be less than the following income limitations. The low/moderate income (LMI) limits will always be based upon the most current income requirements as established by HUD.

Due to the success of the first CDBG, the City of McPherson will apply for a second grant to be used to rehabilitate houses in a new target area. Pre-applications have been submitted by residents and property owners in the target area. If the City is awarded the second grant, rehabilitation work will begin in 2018. The target area includes 311 properties bounded by First street on the north side, Main Street on the east, Hulse street on the north and Barber Street on the east. The goal includes accepting 10 pre-applications, which will focus on 3 owner occupied homes and 7 rental properties.
